Former UN Secretary-General and current mediator in the Kenyan talks, Koffi Annan has brought the two sides to agree on the post of Prime Minister. Here are the key points according to the BBC;
Creation of prime minister post with authority to co-ordinate and supervise the execution of government functions. The prime minister would be an elected member of parliament and the parliamentary leader of the largest party in the National Assembly, or of a coalition if the largest party does not command a majority in parliament.
Two deputy prime ministers, [one] to be nominated by each member of the coalition.
The prime minister and deputy prime ministers can only be removed if the National Assembly passes a motion of no confidence with a majority vote.
A cabinet to consist of a president, vice-president, prime minister, two deputy prime ministers and other ministers.
The removal of a minister of the coalition will be subject to consultation and agreement in writing by the leaders.
The coalition will be dissolved if the current parliament is dissolved; or if the parties agree in writing; or if one coalition partner withdraws from the coalition.
We have taken a quick scan of the chat rooms and discussion forums and there is a lot of skepticism already in reaction to this announcement. Granted, this is a very small sampling of Kenyans and this news has just come out, so we will continue to monitor reactions both online and in Kenya through our sources. We’ve heard unconfirmed reports of jubilation in Kisumu.
We pray and hope that as the details emerge, that this will be the beginning of real change in Kenya. This may not be the answer to all of Kenya’s problems, but we have to hope that if we are to start from somewhere then this is it.
